chore: fix JavaScript lint errors (issue #10184)

Summary

Fixes JavaScript lint errors reported by the CI workflow.

Changes

• Replaced disallowed new Array() usages with array literals and adjusted length to preserve sparse behavior.
• Removed unnecessary eslint disable comments.
